Here are the ten requisite items I use to start my plants inside:

3" or 4" plastic pots. It's best to have about six of these on hand. You will fill them with soilless mix to start your seeds, cuttings and transplants. Cell packs. These are smaller quadrilateral plastic pots, attached together in groups of four (4-packs) or six (6-packs). I like 4-packs, as they have more room for the roots to develop. You use cell packs to start seeds and for transplanting seedlings. Solid plastic trays with clear plastic lids, sometimes called propagating domes.  The dome helps preserve moisture when starting seeds and encourages increase of small plants. You will place your cell packs and 4" pots in these trays before placing them under lights. Soilless Mix. You can't just plant your seeds in soil from the garden. Instead, you use one of the many soilless mixes ready in the nursery. A general mix without fertilizer with a aggregate of peat, vermiculite and perlite is perfect. Ziploc® Bags (large). For single and duplicate pots you can use these in place of a propagating dome. They are handy for perennials as they keep new seedlings out of squirrels' little digging paws. Florescent lights. Any quarterly cool fluorescent light will do. You will hang these about 2 - 4" above the leaves of the plants, so you must be able to raise or lower them for distinct sized plants. Fertilizer. Your choice here. I use an organic for my vegetables and Miracle Grow® (15-30-15) for my flowers. Plant tags and waterproof pen. These will get pretty wet, so they must be able to stand up to water. Plastic tags work good than wooden tags for this reason. Scissors. It's safer to open the seed packages with scissors rather than rip the packages open. One quick rip and the contents can end up flying over the floor. Instead, cut the holder open carefully. Watering can - I like a small plastic watering can as it lets me operate the water flow over and around small plants and seedlings.
